This speedometer can be easily added to GTA Vice City by following below steps

Steps to Install speedometer in GTA Vice City:
1. First download speedometer. (DOWNLOAD)
2. Extract it using Winrar or 7zip
3. Copy speedo.cfg and d3d8.dll
4. Paste them in the directory where you installed GTA Vice city
Note: Speedometer will appear on right bottom when you get into a car.
